This can be a loop-hole where Govt of India may follow multiple standards. Policy document must enforce that the decision process</p></ul> <ul><li><p style="margin-bottom: 0in;">must be transparent and</p> </li><li><p style="margin-bottom: 0in;">"Apex Body" must give decision favoring single standard from the multiple competing standards.</p> </li></ul> <p> Having multiple standards is not only dangerous but also a self contradictory term.<br /><br /><b>Section 6.2</b><br />In the case of Non-availability of standards, Govt of India must not adopt any of alternate standard no matter they are temporary, because of following reasons</p> <ul><li><p style="margin-bottom: 0in;">The time period of alternate standard is not defined.</p> </li><li><p style="margin-bottom: 0in;">This may lead to multiple standards on time line. It would be difficult to convert data and information between two time periods. Every govt may change the standard for temporal basic and would further lead to loss of meaning standards.</p> </li><li><p style="margin-bottom: 0in;">In the digital world, standard may not always compatible with each other. For example, you cannot convert one file with closed proprietary standard into the alternate open standard. If the closed and proprietary standard got chosen for a finite time of period, It will be difficult to convert files and documents to new open standard in future. This would lead to many difficulties.</p> </li><li><p style="margin-bottom: 0in;">As per 6.2.1, 6.2.2 and 6.2.3, relaxing the mandatory conditions will dilute the whole standardization process. Standards must be "open" , "patent free" and "royalty free". All data of Govt of India belongs of public and we cannot store the data on format which is not open or royalty-free.</p> </li><li><p style="margin-bottom: 0in;">If there arise a condition where “Govt of India” is unable to find any suitable standard in a particular domain, Govt of India must initiate a process of creating a corresponding Open Standard using public reviews and RFCs.</p> </li></ul> <p><br /><br /></p> <p><b>Section 6.4</b><br />Govt of India must not support multiple standards in particular domains. There is no meaning of a having standardization process which is itself leading to more then one standard. Section 6.4 allow multiple standards. Firstly I wanted to have laptop for programming, music and communication purpose. Initially I wanted to have 'Gateway' refurbished laptop in india. in Gateway i can have Turion 64 bit, 3GB DDR2/3. 320 GB at 25,000. But it is very difficult to get a Gateway lappy in India, unless one of your friend is coming back to india and he can buy for you. After searching a lot online, I decided go to local market, Nehru Place. NP is india biggest grey market. I went to all showrooms but unable to find suitable AMD turion 64 bit model. because I use GNU/linux, I can utilise full advantage of 64 bit processor and OS. Finally I decided to buy Intel based laptop. people have misconception about processor speed and they often try to buy the latest processor and the price difference between 2.0 GHz and 2.2 GHz contain difference of 1000 to 2000 INR. frankly speaking, by speed, 2.0 and 2.8 will not produce any significant speed difference. Speed comes from RAM speed. So I decided to buy DDR3 based RAM. Again people think that 4GB is better then 2B RAM. in most of the case, the RAM utilisation is just around 1-2GB or less. even I never found any use of swap space. So I decided to stick with 2GB DDR3 RAM. I wanted to have storage of 320 GB. Now comes to features. Most of the people never go to see what exactly are the features they are getting. The most important feature is Sound. You are supposed to listen movies and sounds. For my laptop i decided to have Dolby digital sound. The next feature is connectivity, Gigabit LAN and 802.11 N* support wifi and bluethooth. Do you believe I was able to get all these configuration within 29,500 from Nehru Place. Let me tell you the model number I selected <span style="font-weight: bold;">Acer Aspire 4736z</span>. Today more then 10 lakh students gave AIEEE exam. Today getting coaching for these exam is more expensive then college itself. I always advocate for collaborative shared learning. But I have a question that can have some free of cost IIT/AIEEE coaching?<br /> Yes it is possible. These is a need of change the system a little bit. We need to understand of power of collaboration. We need to setup a Non-Profit organisation to generate the educational contents for such exam preparation. If we consider physics , chemistry , math and biology as major subject then these can be taught in 1 year at 6 hour daily in regular classroom. If 1000 student come to give their contribution toward making free of cost , publicly distributed educational material, we can make a good educational content within a month. All you need to divide topics and study well for your topic. After getting mastery you just need to present it in one day. This process take 1 week per student to create 1 video lecture. 1000 student can create 1000 episodes in a week, and in a month we can have 4000 episode educational content. This need donations too. because we need recording and publishing facility. Every videos will be delivered in public domain where i can be utilised in any way you want. Student can/should learn by them self. which is the best way. Only small pointer is required for learning. Syllabus and tutorials are good pointers. Teacher is required just for small guidance. We are now living in the era of networked Internet and wikipedia type collaboration tools. Now students should start understand the power of "viral ,globally shared and collaborative learning". If students are feeling something is needed then they can work locally to make that possible,,and not waiting for teacher or policy to correct them, (for example a Linux repo in IIT Delhi came in 2007, just because student tried their effort at 2007 with all odds)<br /> we cannot just blame education system infrastructure and teacher,,,,, there just need of pointer,<br /><br /> If there is a need to improve education system, it lies at the school (class 1st to 8th), As they learn "rattafication" there and they never get taste in education and learning.<br /> please revisit the terms -- <span style="font-weight: bold;">viral, globally shared and collaborative learning</span>. It is better if you have internet connectivity, but if you do not have internet connectivity the same thing can be done in group and shared way of learning. We started LUG workshop just to test how and upto what level we can collaborate and how we can more productive using this.<br /><br /> If you say, you do not have good teacher, I should say u are not a good student. I expressed my primarily concerns on school children. The "base" of a school child is not well, If he/she need tuition's at 1st class then he/she will need forever. I am saying just study by yourself. I am saying,, do not depends on teacher. Depends on you and collaborative group study locally. Collaboration is one of primary ethics of study.<br /> We need to build up a strong base level foundation in students.<br /> After an unsuccessful attempt of IIT-JEE, I remembered in college days when I was in first year, I started teaching (as tutor) for 11th and 12th class. But every student in my district use to run away from the first class of vector algebra. The guy who just passed 10th somehow do not know basic of algebra and equations, How can I teach such guys. In the whole district I was able to find just 2 guys who can study at the IIT level under me. The most important thing we need to develop the ideals in the mind of student that they should learn first and give the exam, otherwise getting 35 marks and study ahead is just waste. A person who is weak in math at 10th will not be able to cover math in 11th and 12th. So we need to focus on learning rather then timely passing.<br /><br /> When I learned height and distance in lower class, I tried to measure actual height of buildings. Do students have such practical thinking in his mind? Do you need teacher to give you assignments and then u will think for practicals ?<br /> You can make microscope in less then 20 RS and everything is in book. Have u tried ???<br /> You may surprised to know, once I rejected to give my exam paper in BE , just because it was a important subject in GATE exam and I have not done its study well ! Will we ever be able to develops such ideal in little minds.<br /><br /> Let me again come to schools. Now a days the horrible danger came in middle class society --- English Convent School. everywhere we can see such schools and teacher at such schools are paid just less then 1000 rs per month. Atlest in our time when the text books was in hindi we can atleast understand that what goes on the pages of books and what in written and their meaning. My <span style="font-style: italic;">bhanja</span> (son of sister) <span style="font-style: italic;">Harshit</span> is 9 year old and he is a part of good convent school. last month when I visited him, my sister was forcing him to study and was trying the "rattafication" of some sentences. Those sentence were marked by school teacher and paper will come from these marked sentences. he was again and again repeating - "The earth revolves around the sun" but he do not know the actual meaning of that sentences. It is not just a story of <span style="font-style: italic;">Harshit</span>, this happens with all children and all subjects.<br /><br /> The worst part I observed in students is they are lazy to correct the system. Students are part of education, my dear if you blame and thing something to be included then go ahead and try to make a change what you like, last time i gave a example of LUG repo at IITD. We thought and we worked and now everybody know what is 10,10.4.1/linux and lug-iitd.org articles. If you think there is not a good library in ur city at your time of education then -- donate your books or after getting good salary donate 10,000 Rs to your village/city. 100 such donations can make a good library.<br />if you think u do not have good books then write it or give feedback to publishers.<br /> If you think you have solved some problem differently then just blog it or share it in some electronic media. The school age is the foundation age so i was strongly suggested for its improvement. Only at school age teacher are needed to make them good human being and student. coursework they can learn by themself too. As far as motivation is required, books are best thing. Ask child to read about great persons. This is motivate them through out the life. Ask child to watch good TV programs like NetGeo junior etc. I remember when we was child we use to watch <i>CIET Tarang</i> <i>, Turning Point, Surbhi, etc.</i> I use to watch Prof Yashpal at that time. Those days on DD1 and DD2 are available. It is difficult to measure that how TV and books can play role in our life. but the truth is , when we are child, these TV, books and social culture make a solid and hidden impact on subconscious mind. as i can say - <b>I am what i have seen.</b> our child age define our "<b>base class</b>", whole life is derived class of it. So Ishan, this is the way how you can give motivation and thought process.<br /></div><br /><br /><br />I agree that if there is a good teacher then student will learn a lot but the problem is that , ratio of teacher to students is highly unequal. and this ration will never become proper. so only solution depends on students itself. which is what I have shown in last post.which is very obvious path of collaborative self learning. Self learning theory was mainly for grown up student but I can give example that a small child at age 9 also very craetive. Let me put <i>Bhanja Story again</i>. [these are real stories of my life]<br /><br />1st instance, Hemant , just 10 year old boy can play mobile very well and he use to change language and many things. My father is a govt teacher and 50 year old do not know how to operate mobile properly. This happens with all child, they can very good at self learning. this may them very happy. <i>Hemant and Hansa (6 year old) , </i>use to record audio and playback later for fun and dance. The knowlede the Hemant automatically shared to Hansa also. <b><i><br />conclusion : </i></b>children are very creative and believe on collaborative learning too. and they can very well self learn too.<br /><br />2nd instance. I have installed fedora 8 on my home PC. Harshit only use to play games. I cannot download games due to low bandwidth, so I shown him how to google search for 'flash games'. After 2-3 days not only he can start the desktop at his own, but he was able to google search many new terms and play game by himself. Many time he use to put "Cartoon Network" characters names to pic and videos. In search result he automatically discovered youtube and also watch cartoon by himself. One day I found very strange thing, the desktop background was changed. We do not see recorded dreams , we dreams some thing new and react accordingly and whole dynamics of dream is seem to be actual. Its always a question that how to dream but more important , how much we can dream. 2 -3 time i got a dream inside dream even. But many times i use to know this is dream and try to wake up. I apply a lot of force to wake up. This happen with me a lot of time. once in dreaming , i was flying with rope. It is possible to fly with rope with dream because while we are dream we make a new world with new rules of dynamics and physics. But most important point ,do our brain is really such a smart fellow that we can even simulate new world. technically this is a job of many many super computer<br /><br />This gives some important aspect<br /><br />** Are we still in dream -- while dreaming it is difficult to know or get a thought that we are dreaming.<br />** we get a new world and we feels a new dynamics or world in dreams. But How it is possible ?? In term of computer , this type of simulation needs a very high processing power. According to that protocol in a day every house has to water 5 drops only which is good enough for the plant but soon two houses started to think that my 5 drops contribution won't make any difference and tomorrow any how they didn’t watered the plant. This type of thought produced a kind of frustration to those who are still giving 5 drops per day and also for the one who is dropping 10 more drops to their account also.<br /><br />In a human system generally we see that how much work a side person is doing and how much i am doing. <span style="font-weight: bold;">First thing you should be responsible and dedicated irrespective from the rest of the nodes</span><br /></span><span style="color: rgb(51, 0, 0);font-family:arial;font-size:100%;" >because this is the first principle of ad hoc network. Second thing you should be prepared to take burden of others responsibilities only to run the system as efficient as you want.<br /></span><br /><span style="color: rgb(51, 0, 0);font-family:arial;font-size:100%;" >One student asked me a question that “I am doing a project in which we are 4 but other 2 are not working as efficiently as we did and we got same number irrespective of the hard work and the worst scenario is that other groups are coping the code form Internet and getting equal numbers what should I do”<br /><br /><span style="font-weight: bold;">Well</span> my answer was: Please do not see the others progress as you should be strong enough to remain attached to your values so that you cannot deviate by any external persons act. Actually <a href="http://narendra.sisodiya.googlepages.com/british.jpg"><span style="text-decoration: underline;">Britishers</span></a> has corrupted our value based educational system is converted it to an evaluation based educational system, according to me percentage or marks are not the only criteria for the education.<br /><br />Always remember that <span style="font-weight: bold;">Life of short-cut is always short</span>. I can give example of my graduation where I was putting a lot of efforts in my assignments, course work and projects and other stuffs without deviating form my thoughts, and that gave me a fruitful result because of the hard efforts put before and today I am a student of IIT Delhi. On the other hand my project mates were unable to give proper explanation of project at their interviews. If a person is not intentionally doing hard work then you are free to remove him/her from your group or if he/she is good person, you can give encourage him/her to work so that your system becomes more effective.<br /><br /><br />My basic view or motive is that <span style="font-weight: bold;">you should be and remain dedicated to your work irrespective of other person's contribution</span>, If the other person has a real soul then definitely he/she will realize his/her duty and responsibilities and then after will actively participate.<br /><br /><br />One more point I want to make is that in every system there are non-social elements their specility is they are very cunning and selfish by nature. To get rid off them is not only possible by ignoring but also you should stop supporting them at all, because the person who destroy stability of a system by some means for his benefits is not eligible to live in that system, these people are good dish(Mind) washer who destroy your individuality as well as your thinking power and then you will start categorizing the work done by you and by others.<br /><br />In an organization or a company they are not only concerned with their employees work but they also foresee the loyalty and honesty in a person, all employees in an organization need a working environment and want workability. I read in a book “<span style="font-weight: bold;">if your workplace is fully functional without non-social and undedicated and irresponsible person then your system will be highly productive</span>”, and at least for my company I want the good , healthy and dedicated people around me.<br />Every body is aware of these small things so I am revising them.<br /><br />I am just following a simple rule that<span style="font-weight: bold;"> for purification of thoughts remove all non-logical part of mind and then you will find that there is very simple way to get solution of any problem and your thinking will become very simple and transparent.
